Serbia to hire international capital market development advisor

The Ministry of Finance has published a Request for Expressions of Interest for the selection of a consulting firm that will provide the services of an international capital market advisor within the framework of the “Catalyzing Long Term Finance through Capital Markets Project” (CMP). The project is being implemented with the support of the International Bank for Reconstruction and Development (IBRD), which has approved a loan of 30 million US dollars to Serbia.

The funds will, among other things, be used to hire an international capital market advisor, whose task will be to support the development and internationalization of the Serbian capital market.

According to the published call, the advisor will play a key role in identifying and connecting regional and international investors, with the aim of promoting the Corporate Bond Issuance Program and other investment opportunities in the Serbian capital market.


The advisor will act as a link between the Serbian capital market and the global investment community, providing strategic insights and guidance regarding the legal, regulatory and procedural requirements for participation in the capital market in Serbia. In this process, the goal is to improve transparency, strengthen investor confidence and deepen the financial market.

In parallel, the advisor will cooperate with potential domestic issuers of corporate bonds and shares, providing technical support in structuring financial instruments in accordance with international market standards and investor expectations. This includes advising on instrument design, timing, pricing strategies and regulatory compliance.

Among the envisaged activities are continuous analysis of global trends in debt and equity markets, promotion of investment opportunities through direct communication with investors, assessment and presentation of political, economic and financial developments in Serbia to the international investment public, as well as support in the implementation of the investor relations strategy.

The advisor will also provide guidance to potential investors on the legal and regulatory requirements for investing in the Serbian capital market, in coordination with legal and financial advisors, as well as close cooperation with financial arrangers supporting the issuance of corporate bonds, in order to avoid duplication of activities.

The advisor is engaged for a period of two years.

Interested consulting firms are invited to submit documentation demonstrating relevant experience and qualifications. The selection will be conducted through the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Rules for Investment Financing Projects.

The deadline for submitting expressions of interest is March 13 at 12:00 local time, and the documentation should be submitted electronically to the Ministry of Finance, Central Fiduciary Unit.
