Verona Garden Resort – Hotel, annexes, park, 19 pools and other features planned on 40,000 square meters

The Kotor-based company Benaba, which is planning the construction of the Verona Garden Resort complex in Tivat, a project previously reported on by eKapija, has moved a step closer to realizing this investment after receiving approval for the project’s preliminary design from the Chief State Architect.

According to the document prepared by the Podgorica-based studio LXXVI, plans call for the construction of a luxury 5-star hotel complex on an urban site covering approximately 40,000 square meters. The complex will integrate high-end hotel accommodation, extensive amenities, and spacious park grounds, all situated in the immediate vicinity of the sea and the Verona Palace.

The construction site is located in the coastal area of Tivat, right next to the Adriatic Highway and the airport, within the flat terrain of the Zupa neighborhood.

The complex is conceived as a modern urban resort featuring distinct buildings arranged along the perimeter of the plot. This layout frees up the central area for a large hotel park featuring sports, recreational, and relaxation facilities. The project’s core idea is based on the “hotel and park” concept, that is, creating an environment that combines the advantages of an urban location with the experience of being surrounded by greenery.

A total of eight buildings are planned - the main hotel and seven annexes. The main hotel building is situated along the city boulevard and serves as the functional and amenity-rich heart of the complex. Annexes 1 and 3 are connected to the main building via underground levels. Together with the main hotel, they account for approximately 76 percent of the complex’s total capacity.

The ground floor of the hotel houses all key public amenities: a reception area with a piano bar, the main hotel restaurant and kitchen, a spa and wellness center with an indoor pool, a pool bar, and a terrace featuring two outdoor pools. Small commercial spaces are also planned for this level. The ground floor features a terrace and several cascading gardens that connect to the interior of the complex - specifically the main park and the annex buildings. Some public sports facilities, such as tennis courts, are located in the northwest section of the site, facing the city boulevard. Above the ground floor, there are three to four levels containing accommodation units of various types and sizes, designed to meet the standards of a high-end hotel.


The annex buildings are distributed throughout the hotel park and designed as smaller, low-rise structures to ensure greater privacy and harmony with the surroundings. Annex 2 stands out in particular, featuring eight luxury duplex units with private gardens and pools. The other annexes range from one to four stories in height (ground floor plus up to three upper floors), with recessed top levels, while one building is dedicated exclusively to an à la carte restaurant designed as a garden pavilion.

A total of 19 pools are planned - five communal hotel pools and 14 private pools belonging to individual accommodation units. Water features within the park, including fountains and a reflecting pool surrounding the restaurant, further enhance the ambiance.

Two underground levels housing technical and service facilities have been designed beneath the central part of the complex; these include a two-level garage with a total of 350 parking spaces, including designated spots for persons with reduced mobility and parking for electric service vehicles. The garage and underground levels also accommodate all necessary technical systems, a car wash, and reservoirs for collecting rainwater and technical water to be used for irrigating green areas.

The traffic layout features a main entrance from the city boulevard, complete with an impressive entrance plaza, a canopy, and a fountain. Movement within the complex is primarily pedestrian-oriented, supplemented by an internal access road and an electric-vehicle hotel shuttle service connecting the hotel, annexes, and garage. The complex is fully accessible to persons with reduced mobility.

Great emphasis has been placed on exterior design and landscape architecture. More than 60 percent of the complex’s area will be landscaped, featuring a Mediterranean-style park with avenues, walkways, and large olive, cypress, bay laurel, and stone pine trees, as well as green roofs and rooftop gardens. A central park plaza, sports courts, and relaxation zones are situated behind the Verona Palace, within the buffer zone of the cultural heritage site.

The complex is designed to allow for phased construction in four stages, offering the investor flexibility in implementation without compromising functionality or the integrity of the urban design.

Let us remind that, as previously reported by eKapija, the company Benaba submitted a request to the Environmental Protection Agency last year for a determination on the need for an Environmental Impact Assessment study. In January, the Agency announced that the investor had requested to withdraw from the EIA process for the 5-star Verona Garden Resort complex in Tivat due to irregularities and errors identified in the document itself. According to the Agency’s notice, the investor intends to resubmit the document for further processing once the necessary corrections have been made.
