Second attempt to procure new trams for Belgrade – GSP orders 85 three-part vehicles for EUR 188.6 million

The PUE GSP Beograd has announced a new public procurement procedure for trams, and this time a slightly smaller number has been ordered, so the estimated value of the job is lower. As stated in the tender, the city transport company is purchasing 85 new trams, at an estimated price of 22.1 billion dinars (about EUR 188.6 million).

Let us remind that, in the previous tender from February last year, GSP requested 100 trams, and valued the procurement at 30 billion dinars. That tender was suspended in April, with the explanation that “circumstances with the client have changed,” and that additional consideration of the technical solutions from the tender documentation is required.

The union “Centar - GSP Beograd” welcomed the decision to suspend the tender and pointed out that the tender documents had required criteria that were most favorable to the Romanian manufacturer Astra from Arad, Romania, and that there was therefore a reasonable suspicion that the procurement had been tailored to one manufacturer.

It is unacceptable, as the union stated, for the tender for the procurement of 100 new trams to be designed in such a way as to require the procurement of 100 short trams, 17 to 20 meters long and with a capacity of only 95 passenger seats, of which 30 are seats, without the possibility of combining two trams into one set.

The new tender also includes new technical specifications for the trams, which should now be articulated three-part vehicles (as opposed to the previously requested two-part vehicles), completely low-floor, equipped with an electronic passenger information system, passenger counter, video surveillance, a ramp for people with special needs, and air conditioning in the driver’s cabin and passenger compartment. They are also required to be 18-21 m long (without joints), and the maximum width at the widest part of the tram must be in the range of 2.20-2.40 m with cameras and direction indicators. – The final width and length are proposed by the supplier, who must confirm that the offered tram is compatible with the client’s existing infrastructure – the documentation states.

The capacity of the tram must be at least 30 seats, not including folding seats, and the minimum capacity of the tram must not be less than a total of 130 passengers.

Compared to the previous procurement, the dimensions have now been increased in relation to the length of the vehicle (previously 17-20 m), as well as the capacity (previously 95 passengers).

It is also stated that the vehicle must be mechanically compatible, in terms of coupling, with the existing vehicles in the fleet of the PUE GSP Beograd, as it will be possible for existing trams to push/pull these vehicles anywhere on the tram network.
