Serbia to take additional EUR 50 million loan from Council of Europe Development Bank for Tirsova 2

The Republic of Serbia will take an additional EUR 50 million loan from the Council of Europe Development Bank for the needs of the University Children’s Clinic - Tirsova 2 project. This is stipulated in the draft Law on the Confirmation of the Framework Loan Agreement LD 2009 ADD 1 (2025) between the Council of Europe Development Bank (CEDB) and the Republic of Serbia for a project loan for these purposes.

As stated in the draft law, under the original Framework Agreement of November 20, 2019, CEDB agreed to make a loan of EUR 54 million available to Serbia. On August 7, 2025, as can be seen in the document, our Ministry of Finance submitted a loan application requesting an increase in the amount of the initial loan by EUR 50 million for partial financing of the University Children’s Clinic.

The CEDB Administrative Council approved the aforementioned loan request on October 1, 2025, increasing the amount by EUR 50 million to partially finance the University Children’s Clinic.
