Applications for participation in the auction can be submitted no later than October 20, 2025, while the deadline for purchasing documentation is September 15, 2025, with a fee of EUR 10,000. Documentation can be picked up from RATEL’s headquarters in Belgrade.
The right to participate is granted to operators providing public mobile communication services, with more than 1.5 million end-users as of December 31, 2024, revenues of at least EUR 300 million in 2024 and a valid national roaming agreement for existing GSM and IMT networks, if they are not registered with RATEL.
The most favorable offers will be determined by the criterion of the highest amount of the offered fee for the minimum package, the initial amount of which is EUR 100 million. The fee is paid in two installments, in dinar equivalent at the middle exchange rate of the NBS.
With this step, as the Nedeljnik weekly writes, the license awarding process has moved from the public consultation phase to the binding public tender phase, which formally marks the beginning of the race for the fifth generation of mobile telephony in Serbia.
