Nis analyzing financial sustainability of free public transport – Tender for development of study of city and suburban transport announced

The City Administration for Municipal Activities, Inspection and Communal Police in Nis has announced a tender for the development of a study of public city and suburban passenger transport.

The study will include a comprehensive analysis of the existing transport system, identification of problems and a proposal for a new network of lines, tariffs and capacities, with the aim of improving the quality of service and increasing efficiency.

Special emphasis will be placed on the effects of the introduction of free public transport, which has been in force in Nis since July 1, 2025, and which, as stated, has led to increased mobility of citizens and increased capacity.

The project should also include research on transport flows, passenger counting, user surveys, as well as an analysis of the financial sustainability of the system under free transport conditions.

Also planned is a proposal for a solution for better connectivity of new residential and industrial zones, increasing accessibility for people with disabilities, introducing more environmentally friendly vehicles and developing an integrated tariff system.

The study will serve as the basis for a new contractual cycle with carriers after the expiration of existing contracts in 2027, as well as for planning further development of the line network in accordance with the preparation of the General Urban Plan of Nis 2025-2040.
