RERI sues Ministry of Environmental Protection due to National Stadium

The Renewables and Environmental Regulatory Institute (RERI) filed a lawsuit to the Administrative Court against the Ministry of Environmental Protection, challenging the unlawful approval granted by the Ministry to the Environmental Impact Assessment Study for the construction of the National Football Stadium, the organization announced.


In the lawsuit, RERI pointed out that more than 2,300 deep reinforced concrete piles and other foundation elements had already been constructed at the site without a prior environmental impact assessment.

As they say, the law clearly stipulates that so-called preparatory works must also be subject to such assessment, and despite the Ministry’s claims to the contrary, the approved Study does not cover these preparatory works.

– In official documentation, the project is presented as if the works are yet to take place, thereby avoiding consideration of their actual impact on soil and groundwater – RERI says and adds that that the Study contains substantial deficiencies and contradictions.

The organization emphasizes that continuing the construction of the National Football Stadium would pose a serious risk of pollution and permanent loss of the water source.

Ministarstvo građevinarstva, saobraćaja i infrastrukture, rešavajući po usaglašenom zahtevu Ministarstva finansija (kao investitora), izdalo je građevinsku dozvolu za izgradnju Nacionalnog fudbalskog stadiona u Surčinu, spratnosti Su+P+7, visine 51.50 m i kapaciteta 52.000 gledalaca.

Predviđena BRGP je 173.281,54 m2, a broj parking mesta u kompleksu 3.323, dok će broj parking mesta za elektro punjače biti 145. Biće obezbeđeno i 242 parking mesta za osobe sa invaliditetom, 33 parking mesta za kombi vozila, 49 parking mesta za autobuse, 40 parking mesta taksi vozila i 45 parking mesta za bicikle. (2025)
