New law on animal feed being prepared – Increased control and harmonization with EU

The animal feed area is now regulated by various regulations, which hampers efficient risk-based supervision and control. The new law will contribute to improving the control system in all phases of production, processing, marketing and use of animal feed, with the implementation of international standards, the ministry announced.
As said, the law aims to ensure a higher safety for animals and people and to more quickly detect potential health risks through a functional alert system. The law will define with precision the obligations of all the participants in this chain - from producers and importers to distributors and animal keepers - and proscribe strict hygienic standards.
Special significance will be placed on establishing a system for the monitoring of the origin and trackability of animal feed, as well as on regulating the field of the registration and approval of facilities for the production of animal feed. The law will also introduce rules for tagging and advertising in order to avoid misleading the consumers.
Animal feed is a key link in the chain of the safety of food for people, and the market of this food, especially for pets, is recording a constant growth. That is why this law is important not just for the protection of the health of people and animals, but also for improving the competitiveness and legal security of local producers, as well as boosting consumer trust, the announcement says.
At the same time, the adoption of this law is an important step toward the Republic of Serbia’s meeting the obligations in the process of accession to the EU, concretely, within Chapter 12 and Cluster 5 - Resources, Agriculture and Cohesion.
The ministry especially points out that the new law will not increase the costs for either the corporate sector or the citizens, because all the existing costs are already defined in the regulations that are in force.
The ministry has invited representatives of institutions, associations, the corporate sector and experts to familiarize themselves with the working version of the Draft Law and to submit their propositions and suggestions by August 19, 2025, at the latest to the address: hrana.zivotinje@minpolj.gov.rs.
