Largest Wind Farm in Serbia Planned for Alibunar and Kovacica Municipalities – Samos Wind Park to Feature 142 Turbines with 923 MW Capacity

The Provincial Secretariat for Urban Planning and Environmental Protection has opened a public review of the draft spatial plan for the special-purpose area designated for the construction of the Samos wind farm, located within the municipalities of Alibunar and Kovacica. The draft includes a strategic environmental impact assessment.

The planned Samos wind farm is a large-scale renewable energy project, set to include 142 wind turbines with a total expected capacity of 923 MW, making it the largest development of its kind in Serbia. The plan was prepared by the Provincial Secretariat for Urban Planning and Environmental Protection, with the PE Urban Planning Institute of Vojvodina (JP Zavod za urbanizam Vojvodine) as the technical processor.

Project documentation was prepared by AAEC Energy Consulting d.o.o. Novi Sad. While no investor is officially listed in the current documentation, AAEC Energy Consulting was previously named as the investor during an earlier public consultation phase. According to the Serbian Business Registers Agency, the company is wholly owned by Arhitektura Atelje from Zabalj. Lazar Lazendic, owner of the Žabalj-based firm, is also the legal representative of AAEC and serves as Project Director for WV-International in Serbia. Earlier this year, WV-International sold the Alibunar 1 and 2 wind farm projects to Chinese turbine manufacturer SANY Renewable Energy.

The Samos wind farm is planned adjacent to the existing Kovacica wind park (104.5 MW, operational since 2018), the Pupin wind park (100 MW, currently in trial operation), and the planned Crepaja wind farm (220 MW, in the documentation phase).

The wind farm zone spans agricultural land across a radius of up to 30 km, covering parts of the municipalities of Kovacica (including cadastral areas Uzdin, Kovacica, Padina, and Samos) and Alibunar (including Ilandza, Novi Kozjak, Seleus and Dobrica).

Construction will be implemented in two phases: Phase 1 will see the development of Samos 1 with a minimum installed capacity of 423 MW; Phase 2 will add Samos 2 with at least 500 MW. Turbines will reach heights of up to 250 meters, with individual capacity of up to 8 MW or more, depending on technical requirements.

The 2,255.4-hectare site will also include internal roads, connections to public roads, transformer stations with transmission lines, underground cable networks linking turbines to substations, battery storage, energy storage units for produced electricity, and infrastructure for wind monitoring.
