The consortium with which an agreement was terminated has officially won the job of public transport in Belgrade – Contract worth EUR 1 billion for 10 years

The consortium consisting of Strela from Obrenovac, Strela Ub, Lastra and Lasta, with which the City of Belgrade recently terminated an agreement, has once again won the job of public transport – this time for the territory of the city municipality of Surcin (stretch 600) and part of suburban and local transport.

According to the decision of the Secretariat for Public Transport, the job was allocated within a public-private partnership for a period of ten years, and its value amounts to RSD 125.89 billion, that is, slightly over EUR 1 billion.

This was also the only offer sent in response to the tender published in March this year.

The agreement envisages that Lastra does 10.11% of the job, Lasta 38.5%, Strela Ub 8.86%, and Strela Obrenovac the biggest part – 42.53%.

The proposed line network encompasses 12 city lines in the municipality of Surcin, whereas the network of suburban and local lines is split into a total of 304 lines.

They will have to provide 373 buses

In line with the requirements of the procurement, a total of 76 buses will be needed for transport on the stretch 600, of which 47 single buses and 22 articulated ones, whereas an additional seven will serve as backup.

A total of 297 buses are meant for suburban and local lines, including 32 minibuses, 198 single buses and 40 articulated ones, whereas 27 vehicles will serve as backup.

In total, the new transporter will have to provide 373 buses, of which at least 170 will be “tender-based new” vehicles produced in 2023 or later.

Also, 68 buses will be hybrid or electric vehicles.

The buses have to meet the Euro 6 standards, have video surveillance, a system for counting passengers, information displays and free Wi-Fi. The agreement also envisages the obligation of the private partner to provide additional backup vehicles within six months of the signing.

Let us remind that, at the session of March 6, the members of the City Assembly of Belgrade adopted the proposal of the decision on giving consent to the Secretariat for Public Transport to terminate the agreement on the public-private partnership in public suburban and local passenger transport, signed with the private consortium consisting of ASP Strela Obrenovac, ASP Strela Ub, Lastra Lazarevac and SP Lasta.

The president of the Autonomous Trade Union of the transport company Lasta Beograd, Nebojsa Mirovic, said at the time that there would be no changes made to the traffic schedule in the city and suburban transport due to the termination of the agreement.

– The agreement is terminated, but a new tender will be opened and, in that tender, it will be planned for some lines to be boosted with new buses. The current traffic schedule will be maintained until the completion of the new tender – Mirovic said earlier for Beta.
