Ministry of Mining and Energy opens international tender for consulting services in field of biomass – Total value of project EUR 31.9 million

The Ministry of Mining and Energy has opened the international public call for expressing an interest in providing consulting services within the project “Support to Renewable Energy Sources: Development of Biomass Market in the Republic of Serbia (Second Component)”.

The total value of the project amounts to EUR 31.9 million, and it is financed through a subsidized loan of the German government in the amount of EUR 20 million, a donation of EUR 2 million from the funds of the German government, a donation of the EU IPA2018 fund in the amount of EUR 900,233.64 and an additional EUR 9 million of a donation from the EU Regional Energy Efficiency Program (REEP). The aim of the project is the construction and modernization of the central heating systems based on renewable energy sources, primarily biomass, in selected municipalities and heating plants.

The consulting services will encompass the preparation of the technical documentation, the preparation of feasibility studies, an environmental impact assessment, support during the public procurement procedures and the monitoring of the realization of the works. The consultant will also have the task of helping the local heating plants in the initial phase of the operations, implementing institutional measures and developing plans for safety and environmental protection.

The agreement on providing these services is planned for the fourth quarter of 2025, and the implementation of the project is envisaged to take 60 months, with an additional 12 months for the period of removing potential flaws.

Eligible bidders are independent consulting companies with at least ten years of experience in the sector and an average annual turnover of at least EUR 2 million in the past three years. Prior experience is the countries of the Western Balkans and Eastern Europe is an advantage.
