Sale of debts toward banks in bankruptcy advertised

The Deposit Insurance Agency has advertised for sale the claims of six banks in bankruptcy, and the total value of these claims is about 1.19 billion dinars (about EUR 10 million). These are the claims of Beobanka (111.3 million dinars), Beogradska banka (6.1 million dinars), Jugobanka (19.6 million dinars), Privredna banka Beograd (406.5 million dinars), Univerzal banka (456.7 million dinars) and the bankruptcy estate of Raj banka (187.5 million dinars).

As stated in the ad, the buyer of the debt can be a bank operating in the territory of Serbia (because it is the debt of citizens) at a minimum price of 52.9 million dinars (about EUR 451,000). Debts to six banks in bankruptcy are to be sold by the method of public bidding, and 25% of the estimated value of the package is the minimum acceptable offer.

The subject of assignment, as explained, is exclusively assigned as a whole, that is, as a package of claims. As announced by the Deposit Insurance Agency, the bankruptcy administrator of these banks, the package of debts to bankrupt banks, of a book value of 1.19 billion dinars, is estimated at 211.5 million dinars.

The bankruptcy administrator and all these banks do not provide any guarantees for the collectability of claims that are the subject of assignment, nor for the enforceability of means of securing the claims.

- In the course of the assignment, interested participants will be able to inspect the information, legal and financial documentation related to the claims that are the subject of the assignment, and will base their bids in the public tendering process on their own assessment and analysis of the legal and economic status of the claim, as well as the means of securing the claim - the advertisement emphasizes.

It is also emphasized that banks that wish to submit an offer for this package of claims will have to sign an agreement with the Deposit Insurance Agency on the preservation of confidential data. Only after that, they will be able to do a legal and economic analysis of the claims (the so-called due diligence) that are the subject of the transfer.

The deadline for submitting bids is April 28, 2025, and the public opening of bids will be held on May 5 at 11 a.m.
