Construction decrease trend continues in Serbia – In November, 16.3% fewer building permits issued compared to 2023

In November 2024, the number of 2,811 building permits was issued, presenting the decrease of 16.3% when compared to November 2023. Out of the total number of permits issued in November 2024, 85.3% related to buildings, and 14.7% to civil engineering constructions, announced the Statistical Office of the Republic of Serbia.

When only buildings are concerned, 85.8% of permits related to residential buildings, and 14.2% to non–residential ones, while regarding civil engineering constructions the largest number related to pipelines, communication and electric power lines (70.2%).

According to the permits issued in November 2024 in the Republic of Serbia, the construction of 2,391 dwellings with average useful floor space of 74.7 m2 was recorded. Out of the total number of dwellings in new residential buildings, 14.1% of dwellings will be built in single-dwelling buildings, with average useful floor space of 151.3 m², and 84.0% of dwellings will be in buildings with three and more dwellings, with significantly smaller average useful floor space of 60.6 m².

The anticipated value of new construction works in November 2024 amounted to 85.9% of the totally anticipated value of works. Observed by areas, the greatest construction activity is expected in Beogradska oblast, 28.4% of the anticipated value of new construction works, followed by Zapadnobacka oblast, 9.7%, Nišavska oblast, 9.5%, Južnobačka oblast, 6.6% and Severnobačka oblast, 6.1%, while the shares of other areas were from 0.1 up to 5.7%.


There is a trend in Serbia of issuing fewer and fewer building permits since June 2024.

Let us remind that, in October, 3,617 building permits were issued, a reduction of 4% compared to the same period in 2023, whereas in September, 2,872 building permits were issued, which is 7.7% fewer compared to the same period of the previous year.

In August, 10.4% fewer building permits were issued, in July, the drop amounted to 2%, and in June 8.6%.
