One year for testing roads in Serbia – Government adopts decree on test operations on new traffic routes

The Government of Serbia has adopted a new decree, which defines the conditions and procedures for the establishment of a regime of test operations on state roads. The aim of the decree, as said, is to ensure a safe and controlled opening to traffic following the completion of the construction, while the necessary prior tests and checks are being done.

According to the new decree, the investors that want to initiate test operations need to file: the Request for road traffic in a test regime, the Statements of the expert supervision and the contractor on the completed works in line with the technical documentation, the Report on the testing of bridges, if there are any on the route, as well as the Records of the construction inspector and a study of geodetic works.

Based on this documentation, the competent commission may approve test operations, which can last one year at the longest. During that period, the investor is obliged to obtain the exploitation permit.


The test operations regime entails the checking of the stability and safety of the traffic route, as well as the fire and environmental protection devices. These measures enable the usage of roads until the process of final testing and verification is completed.
