State decides to deal with quality of architecture and built environment – Guidelines for implementation of National Architectural Strategy commissioned

The Ministry of Construction, Transport and Infrastructure has opened the tender for the preparation of the guidelines for the implementation of the National Architectural Strategy for the 2023-20235 period. The preparation of the Action Plan for the implementation of the Strategy, for the 2023-2025 period, is also the subject of the procurement.

The tender is split into two lots.

Within the first lot, the preparation of the guidelines with a methodology of the preparation of study bases for the assessment of the condition and the perspectives of the improvement of the quality of the architecture, context and identity of places for urban settlements on the level of local self-governments is sought. According to the specification of the job, it is necessary to prepare an estimate of the quality of the architecture, context and identity of places for urban settlements based on modern theories and the current European policies of the “New Building Culture”.

For the purposes of the job, case studies will be prepared for 3-5 selected local self-governments which have different traditions and approaches to planning with different urban tissue characteristics – the current condition, the building fund and the urban structure (central urban zones, public spaces and ambient units, areas with cultural and building heritage and tourism potential, areas of compromised spatial identity etc.).

Then, through data analysis, specific problems will be examined and the criteria and the procedure of the assessment of the quality of the architecture and built environment will be developed in detail – the characteristics of the building fund, public spaces, ambient values, context and identity of the place etc.

The second lot entails the preparation of the guidelines for identifying the types of rural settlements and the characterization of the areas on the local of local self-governments and regions, for the needs of the preparation of the development bases for village settlements, strategies and action plans and programs and projects of rural development.

The preparation of the documents, the tender points out, should be based on the vision and the goals of the National Architectural Strategy which was adopted last year, as well as the conclusions and recommendations from the Analysis of the Regulations and the Practice of the Preparation of Urban Plans.

The value of the job is estimated at RSD 3.16 million.
