Albania to Build New Port, NATO Base and Marina Worth EUR 2 Billion, Tender to Be Published Soon

The administration of the Port of Durres in Albania has announced that the tender for the construction of a new cargo terminal in the country’s biggest port in the first quarter of 2024 will be published soon.

The first phase of the project has obtained the building permit after the successful completion of the main design of the new facility, the administration of the Port of Durres announced, as reported by Poslovni.hr.

The detailed project was prepared by the consortium which consists of the Dutch engineering company Royal HaskoningDHV and the Albanian consulting company Abkons, the Government of Albania announced earlier.

In the first three months of 2024, the international tender for the construction of the new port Porto Romano is to be published. Upon the completion of the project and the obtaining of the development permit for the 1st phase of the construction, a panel consultation will be held with NATO representatives regarding the construction of a maritime base, which is an integral part of this strategic project.

The new port will be built in the Porto Romano area in the northwest part of Durres. The existing port in the south part of the city will be turned into a new tourism-residential project with a marina, worth EUR 2 billion, and the main investor is Emaar, a company with the seat in the United Arab Emirates.


The completion deadline is 5 years. The plan is to also connect the port in Porto Romano by rail with the intermodal terminal in Pristina and the intermodal terminal in Struga in North Macedonia.

This has been confirmed by the minister of infrastructure and energy of Albania, Belinda Balluku, who has stated that, parallel with the expansion of the port capacities in Durres, the expansion of the existing highway Tirana-Durres (SH2), entailing the construction of a shoulder with minimal land expropriation costs, the construction of a ring road around Tirana, whereby it would be upgraded to the highway standard, and the construction of a new railroad to Pristina are being prepared.
