Looking for Planner for Revitalization of Terazije Tunnel – Legalization of This Facility, Which Has No Exploitation Permit, Also Required

The company Roads of Belgrade has opened the public procurement procedure for the preparation of the project of the revitalization of one of the busiest traffic structures in the capital city for decades now – the Terazije Tunnel. As can be seen from the tendering documentation, the future designer is required to examine the current state and prepare a report about the as-found condition of the structure with technical documentation for the revitalization (reconstruction) of the facility. As emphasized, technical documentation necessary for the legalization of the tunnel needs to be prepared as well.

– The exploitation permit has not been issued for said structure. Due to the documentation being out of date, it is necessary for the structure to be legalized – the documentation points out.


As specified, the basis for the preparation of the entire documentation is the study of the existing state, prepared based on the examination of the tunnel, and the determining of its current state and the presentation of the same through textual descriptions, graphical documentation, numeric proofs of the load-bearing capacity and usability, photographic and video documentation, laboratory and on-site testing.

– If the Study of the assessment of the state of the structure determines that it is such that it needs to be reconstructed, the Preliminary Reconstruction Project needs to be prepared – the tendering documentation reads.

The deadline for the completion of the provision of the service is 210 days from the date of the signing of the agreement.

As the documentation reminds, the Terazije Tunnel is a traffic tunnel and one of the busiest traffic routes in Belgrade. It is around 250 meters long, the eastern entry point is at the intersection of Decanska and Nusiceva streets, and the western is an extension of Brankova Street. The tunnel is a direct and closest connection between the center of Belgrade and Branko’s Bridge, that is, New Belgrade and Zemun. The Terazije Tunnel was designed by the architects Ljubomir Porfirovic and Miloslav Vidakovic, and it officially opened on December 4, 1970.

The estimated value of the procurement is RSD 35 million.

Bids may be submitted by February 1.
