All questions solved in the Mobtel case by forming of shared company - tender in April, minimal price of 700 millions of euros

The Government of Serbia and a consortium of Austrian investors, with Martin Shlaf in front, have reached an agreement of dealing with difficult questions regarding the Mobtel company. The Minister of Financies, Mladjan Dinkic, has announced that the two parties will found a new company, in which the state's representative, the company PTT Serbia, will bring equipment gained by taking over duties towards the two banks by Mobtel, and the Austrians will bring in amount of around 30 millions euros which will be taken over by the Ericsson company. The participation in the new company will be 70 to 30 percent in the benefit of Serbia.

It has been agreed that the Contract about forming of the company will be signed in two-three weeks time, and also that both sides dropp any court trials led in domestic or international courts, which means that the process in Arbitrage in Zurich will be also stopped. The Austrian consortium will pay off by the end of May all dividents in the amount of 2.1 billlions dinars, which is asked for from Mobtel by PTT Serbia - said Dinkic.

He announced that during March, the Government of Serbia will prepare the documentation for announcement of international tender, on which it will be offered the second licence for conducting of mobile telephony and the package of shares in the new company. The tender will be announced in April, and ended by the end of the summer.

The minimal price that the participants of this tender will have to offer will be 700 millions of euros. The profit from the tender will be split in the way that 40% of the money goes to the budget of Serbia in the name of the licence fee, while other 60% will be shared by the two parties for sale of the new company according to the deal 70 to 30 percent. In this way we have secured that Serbia gets at least 600 millions of euros. The tender will be two-stepped, which means, that if in the first procedure the best two offer are close to the value, in the second step there will be an auction procedure in which they will bed and this procedure could bring up the price. The minimal amount for which Serbia will give the licence will be 280 millions of euros. We have reached an agreement that in the next two and a half years there wouldn't be given a third licence for the mobile telephony unless somebody offers less than that amount - pointed out Dinkic.
