State to Carry Out “Historic Inspection” of Irregularities in Tenders of Public Enterprises – Looking for Company for Development of Record Keeping Platform

The Ministry of Finance has published the tender for the preparation of a platform for the keeping of records of the irregularities and penalties in the public procurement procedures of the users of public funds.

– In the field of public procurement procedures, there is a risk of activities which aim to illegally favor certain bidders and discriminate against others, to the end of fulfilling certain financial, political and other interests. Of course, the interests of a small circle of persons – certain individuals or interest groups – are thereby fulfilled exclusively, which jeopardizes the public interest – the tendering documentation says.

The platform which is the subject of the procurement will consist of a module for inspecting the irregularities and the penalties prescribed by the Budget Inspection and a module for entering the irregularities into the records when carrying out inspection supervision.

According to the technical specification of the job, the platform will enable a historic inspection of the determined irregularities (failure to act in line with the regulations or irregular application of the relevant regulations) and the penalties prescribed in the course of inspection supervision in the realization of the procurement procedures.

It is added that the period encompassed by inspection supervision can pertain to the current business year, but can also encompass past business years if there’s suspicion of illegal activity in managing public funds over the course of several business years.

Inspection and browsing of all subjects where irregularities have been recorded will also be enabled.

For each subject, there will be data on the determined irregularities in public procurement procedures in line with the object of inspection supervision (the financial operations of the supervised subject, the execution of the public procurement contract, employee expenditures etc.).

For that reason, as said, a list of subjects will be provided – direct and indirect users of budget funds, users of the funds of mandatory social insurance organizations, public enterprises and local public enterprises, as well as legal and natural persons who receive budget funds for a certain purpose and who use them on the basis of borrowing, subsidies, grants…

The tender is open until May 23, and the value of the job has been estimated at RSD 198.3 million.
