In Which Bars and Restaurants in Belgrade Is Smoking Not Allowed?

The Law on Protection of the Populace from Exposure to Tobacco Smoke was adopted over ten years ago in Serbia, and it was amended in 2017 to include stipulations which ban smoking in indoor spaces, but not bars and restaurants.

Several days ago, at the National Assembly, the minister of health sought support for a new law.

This year, there’s talk about a law that would ban smoking in restaurants, which would be implemented from the spring of 2023, although, as before, the state keeps citing some “more important”, economic obstacles to the adoption of such a law, and the bar and restaurant owners are not too happy either when this subject is broached.

The owners cite their fear of losing their guests and having their businesses ruined as the main reason, but practical examples show that this does not happen. On the contrary, the number of guests does not drop, and an increase in the number of guests can even be recorded. The Belgrade restaurants Endorfin and J.A.M., which fully banned indoor smoking several months ago, are excellent examples of the fact that a smoking ban does not necessarily lead to a loss of customers.

In the region, indoor smoking in restaurants is still allowed in Bosnia and Herzegovina, whereas, in the West, they are now going for a total ban on smoking in bar and restaurant gardens and balconies. In Belgrade and Novi Sad, restaurants and cafes where smoking is banned can be found here and there, whereas in other places in Serbia, it is practically impossible to find a place where smoking is banned.


In Belgrade, smoking is mostly banned in ice cream shops, pastry shops and fast food joints which feature seating sections, such as Crna Ovca, Luff and Bacio, Ispeci pa reci, Burrito Madre, Go Sushi, Fat Boys, Burger House and Burger House Bros and Cevabdzinica Savcic. When it comes to restaurants, you can enjoy food without having to inhale tobacco smoke at only a handful of places in the capital of Serbia – in addition to Endorfin and J.A.M., there are also the pizza places Pietra, Giovanni’s and Di Napoli and the restaurant Pane e Vino in New Belgrade, where smoking has been banned from the start.
