The subject of the procurement are geodetic services for the area of 20 new locations for wind generators in the area of cadaster municipalities Kostolac Selo, Bradarac, Klenovnik and Cirikovac, in various locations within the Kostolac coal basin.
As specified in the tender, the geodetic services entail the surveying and preparation of cadaster-topographic plans for the purposes of the preparation of project documentation in analog and digital forms, for the area of 20 new locations for wind generators, and also the geodetic surveying and preparation of the project of parcellation and re-parcellation, the preparation of a study, the procurement of concrete markers for the marking of the expropriation belt and the borders of the formed parcels, as well as consulting services of a geodetic experts.
The tender is open until December 30.
Let us remind that the project of the construction of Wind Farm Kostolac in the location of the Kostolac coal basin, more precisely, in the area of the closed open-pit mines and the disposal site of TE-KO Kostolac, a branch of EPS, is in progress.
As initially announced, the planned power of the first wind farm of EPS is 66 MW, and the pillars with wind generators are planned in four locations – Klenovnik, Cirikovac, Petka and Drmno.
EPS earlier said that Wind Farm Kostolac was being built with the aim of increasing and diversifying the energy resources of the country and reducing CO2 emissions.
The investment is financed based on an agreement with the German development bank KfW worth EUR 80 million, and EPS has obliged to invest another EUR 15 million.
The announcement of a six-fold increase of the planned locations for Wind Farm Kostolac arrives in the middle of a serious local energy crisis, related to the production of electricity in Serbian thermal power plants, due to which, according to the energy minister, around 30% of the system of EPS is not functioning, leaving 9,000 users without electricity.
Interestingly, this announcement also arrives only a day after the director of Elektromreze Srbije, Jelena Matejic, said at the government session that “if wind and solar sources exceed 20% in the total portfolio of a country, it is very risky and difficult to balance the system”.
“We have seen in the few days what inert energy from wind is, which has dropped to zero these days, which has led to the need to purchase expensive electricity for cases of malfunctions”, said Matejic, to which the president of Serbia, Aleksandar Vucic, said that “we have paid and spent money in order to balance the wind, and we haven’t had any essential benefits from that energy” and that he was “guilty for listening to false environmental experts, for not initiating (the repair of the TPP) Kostolac earlier, for not going with Kolubara B, but luckily Kostolac has been put into operation, otherwise there would be no electricity at all now”.
Finally, this procurement for Wind Farm Kostolac was published several days after the announcement as part of the Draft Program of Economic Reforms for 2022-2024 that the state plans to invest around EUR 3 billion in state projects of wind farms.
