Vuk Delibašić, one of the former managers in the Privatization Agency, is the new manager of company "Primer Ce" that became owner of "Ce market" for €47m. Delibašić is also known as the manager of consulting company "Fokus", which was the councillor of the Luxembourg-based company "Vordfin S. A." that bought Port of Belgrade this fall. Delibašić is also mentioned as a close friend of Milan Beko’s, Minister of Privatization during the reign of Slobodan Milošević.

The public speculated that the real buyer of Port of Belgrade was Beko. He also had his role in the sale of "Ce market", because he was one of the actors in the negotiations between Miroslav Mišković, the owner of "Delta" and Slobodan Radulović, manager of "Ce market". The founder of "Primer Ce" is company from Luxembourg - "Novafin. S. A." However, founding was carried out hastily and the country of the founder in the official documents is Netherlands instead of Luxembourg.

"Primer Ce" was founded in September 2004 and it was then managed by Radulović. According to the data provided by the Agency for Commercial Registries, reregistration took place on September 16, 2005. Along with new manager Delibašić, in addition for founding capital funds of 5,000 USD, "Primer Ce" receives two transfers worth €17m from the founder from Luxembourg or Netherlands at the end of November. Since "Ce market" was paid €47m, it is believed that the missing money was provided by Mišković. It seems that the State waited for businessmen to come to the agreement and it did not want to sell its 24% of stocks. Since September, Beko is also crisis manager of "Salford", which is the owner of five dairies and factories "Banat" and "Bambi". Before that, he worked on the same position in "Knjaz" for the employer "FPP Balkan limitid" from the Kayman Islands.
