An unfinished facility, that is, a concrete skeleton, which was supposed to grow into a space with potential cultural contents back in 1960, has been standing in the city center, next to the building of Open University, for half century. After four decades, more exactly in 1997, local administration signed the contract with Novi Sad-based company Holtech on changing of purpose of that facility and construction of a residential-business complex, with joint investment.

Not even then did the local administration express any interest in resolving this city planning problem. However, the city planners did not agreed with that plan because they were against the idea of construction of a ten-floor building in that location since mainly one-floor or four-floor buildings were situated around it. That contract has never been realized and Holtech asked at the court to be paid the compensation of 4.2m EUR.

The city then changed that decision into a new agreement, so that Holtech is now going to build a five-floor residential-business complex with a restaurant on top and underground garages at two levels in that location. In return, the city is obliged to tear down the concrete skeleton, make the technical documentation for infrastructure, build an internal junction and organize a public surface, as well as to collect all the required documentation.

The concrete skeleton whose construction started half century ago is situated in the very center of Subotica and represents an eyesore, but its tearing down has been postponed and disabled under the excuse that the mining of such structure would be dangerous to neighboring buildings.
