Construction project for Brodarevo 1 and 2 hydro power plants on Lim to start again – Ministry puts revised spatial plan up for public review

The Government of Serbia has resumed the process of construction of Brodarevo 1 and Brodarevo 2 hydro power plants on the Lim river. The Ministry of Construction, Traffic and Infrastructure has put draft amendments to the spatial plan for the special purposes area for hydro power plants Brodarevo 1 and Brodarevo 2 on the Lim river as well as Report on the strategic assessment of the environmental impact of the plan up for public review .

As per report, the need to reevaluate planning solutions for the construction of hydro power plants Brodarevo 1 and Brodarevo 2 on the Lim was the reason for drafting amendments to the spatial plan.

– One of the strategic priorities for energy sector development of Republic of Serbia is creating conditions for secure and safe work and sustainable development of energy systems and energy sector in general and among other things, by producing renewable energy in order to reduce import dependency, the document states.

Spatial plan of Serbia defines accumulation Brodarevo as the accumulation of top priority in the water industry since construction of small and medium-sized hydro power plants carries significant potential for meeting electrical power needs.

REW Energy d.o.o Belgrade financed the design of the Draft Spatial Plan. The plan is drafted for the period until 2030 with the implementation period until 2025.

The spatial plan perimeter encompasses parts of KO Divci, Gracanica, Krusevo, Donji Stranjani, Grobnice, Potkrs, Zavinogradje, Brodarevo, Milakovici, Zastup, Gostun i Bare in Prijepolje Municipality as well as the parts of KO Krajinovice and KO Zahumsko in Sjenica Municipality. The spatial plan covers the area of 850.7 ha.

Let us remind that the Government of Serbia reached a decision on design of the spatial plan for the special purposes area for hydro power plants Brodarevo 1 and Brodarevo 2 on the Lim river in 2011. Republic Agency for Spatial Planning was chosen as the main project designer while PE Directorate for Urban Planning in Kragujevac was the expert codeveloper. However in 2013 the Administrative Court in Kragujevac revoked the energy permit to Canadian REV for construction of hydro power plant on the Lim.

Back then the Court decided in favor of non-government organizations which asked to participate in the process of issuing energy permits.

The public review lasts from June 15 to June 30 2020.
