The Swedes works on design of draft law on public roads in Serbia

Parliament of Serbia has announced discussion of principle about Government’s Draft Law on public roads, which implies transformation of Directorate for Roads into Public Company for Roads of Serbia with permanent financial sources.

This company would be managing road infrastructure and its development and it would have right to borrow money and take loans without asking for permission from the Parliament and without State guarantees. The Law regulates forming of fund for roads, which would be used for financing of work of new public company and which would receive means collected from the tolls for use of roads, which will still remain different for domestic and foreign vehicles.

10% of the stocks for oil would also be paid in that fund, which, at this moment, amounts to about 5 billion CSD. Some of the mentioned financial sources are domestic and foreign loans, budget means, foreign and local investments, rental of surfaces and various commercial contents along the roads.

The text of the Law is brought into accord with WB and European INvestment Bank, which finance construction of roads in Serbia, and it is also in accord with the laws of EU directives in that field.

The new strategy will be completed in few months and its design is entrusted to the Swedish company that won the internationl tender financed by European Agency for Reconstruction.
