German aid for 27 municipalities in Serbia – better water supply, solid waste management and energy efficiency


German Organization for Technical Assistance (GTZ), on behalf of the Government of Germany, and the Permanent Conference of Cities and Municipalities will help 27 municipalities and cities in Serbia in preparation of the planning documentation for modernization of their water supply systems, solid waste management, and municipal energy efficiency. Many of the selected projects will not only improve the quality of municipal infrastructure, but also reduce costs of its use – and that is a very appreciated aspect at the time of the economic and financial crisis and exceptionally limited municipal budgets.
Municipalities of Ada, Aleksinac, Bačka Palanka, Beočin, Ćuprija, Dimitrovgrad, Kladovo, Kosjerić, Krupanj, Leskovac, Majdanpek, Negotin, Novi Bečej, Opovo, Paraćin, Pećinci, Plandište, Ražanj, Ruma, Šabac, Šid, Titel, Trstenik, Vranje, Veliko Gradište, Velika Plana and Žitište have signed the contracts for assistance in preparation of the planning documentation.
- Planning of projects and project documentation is the bottleneck of the investments in infrastructure, even in the cases when the funds can be provided from donations or low-interest credit lines – the Ambassador of Germany, Wolfram Mas, explained and added that, if all projects that GTZ helped in the planning process were realized, about 11.5m EUR worth of investments would be mobilized.
German programme “Strengthening Local Self-Government”, which is run by German Organization for Technical Assistance (GTZ), provides donations and expert assistance that will cover up to 75% of the costs of planning and elaboration of projects, that is, about 263,000 EUR for 31 projects. Municipalities will provide certain share of money from their own funds, so that total amount is 365,000 EUR. Financing will be supplemented by “applied training”, which is closely related to current preparations of the projects.
