Zagreb adopts first Sustainable Energy and Climate Action Plan in Croatia

The City Assembly of Zagreb has adopted the Sustainable Energy and Climate Action Plan (SECAP), the first such document in Croatia, the North-West Croatia Regional Energy Agency (REGEA) announced. The City of Zagreb prepared this action plan in cooperation with REGEA.

Mirka Jozic, the head of the City Secretariat for Economy, Energy and Environmental Protection, stated that Zagreb had set ambitious and clear goals in this field until 2030.


The document contains 23 measures for reducing CO2 emission in the sectors of buildings, transport, public lighting and remote heating systems, as well as 35 measures for adapting to climate changes in 10 key areas, she said.

In 2008, the City of Zagreb joined the Covenant of Mayors, which was expanded in 2016 to include climate and energy (Covenant of Mayors for Climate and Energy).

SECAP, as REGEA says, is the key energy document of the City of Zagreb, which identifies projects and measures for increasing energy efficiency and use of renewable energy sources (RES) and for adapting to climate changes on a city level based on the data on the found state, while also giving precise and clear instructions for their execution. These projects and measures should help lower CO2 emissions by more than 40% by 2030.

Julije Domac, the director of REGEA, says that the requirements for an energy transition of cities are political will and ambitious action plans, which will identify priority areas, define the dynamics of execution, as well as potential sources of finance.

The action plan of the City of Zagreb is an example of an ambitious document and will be crucial to numerous EU projects in the upcoming financial period, Domac added.
