Norwegian electric power company is interested in realization of pilot-projects for construction of big hydroelectric power plant on the Morača river and mini hydroelectric power plant on the Ćehotina in Otilovići, near Pljevlja. For that purpose, joint venture will be founded, which will be the subject of the meeting of directors of Norwegian and Montenegrin electric power companies on October 28, 2005.

The lake in Otilovići is part of Steam Power Plant Pljevlja, but it is not in the privatization tender documentation. This lake supplies steam power plant with cooling water and, since mini hydroelectric power plant will be built on that location, it is not the subject of privatization of Steam Power Plant Pljevlja.
