"Ratel" announced tenders for two CDMA licenses – deadline for submission of bids is May 15th

The Republic Telecommunications Agency (Ratel) announced the tender today (March
31st, 2009) for allotment of two licenses for fixed wireless telephony
and internet - CDMA in Serbia.
According to the ad in newspaper Politika, the licenses will be issued on ten
years, while the minimum fee per license amounts to 500,000 EUR.
The Executive Director of "Ratel", Milan Janković, said last week
that, during the first six months following the issuing of licenses, CDMA would
be introduced in sparsely populated rural areas that lack phone lines.
All telecommunication companies and the enterprises that intend to deal with
telecommunications can bid on the tender for CDMA licenses for national
coverage under the condition that they pay the deposit or provide the banking guarantee
of 1m EUR.
The bidders can apply for one license, and the tender will be realized in two phases. The first phase will include collecting of bids, while the auction will be organized in the second phase if three or more bidders submit their bids.
Application forms for purchase of tender dossier at the price of 50 EUR can be submitted between April 6 and 8. The condition for participation in the open competition is the payment of deposit of 10,000 EUR.
The deadline for submission of bids is May 15th, and "Ratel" will choose the most favorable bids prior to June 8th. The licenses will be issued eight days after the winner on the tender is declared.
The plan for this year also includes liberalization of fixed telephony, while the designing of Regulations governing the open competition for new operators is underway, and the public invitation, according to some earlier announcements, could be announced in June.
