Vinca landfill to be completed by 2022 – City Assembly greenlights construction of waste treatment facility

The City Assembly of Belgrade has approved the final draft of the agreement with the French-Japanese consortium on a public-private partnership for the Vinca landfill, Beoinfo reports.

– When it comes to the Vinca landfill, the tender has been completed, and the best bid is the one made by the French-Japanese consortium, and, for the citizens of Belgrade, this means that we will get rid of the landfill which has been accumulating waste for 40 years now. We expect the investors to clean the landfill, process the waste and produce electrical and heating energy from it – Mayor of Belgrade Sinisa Mali explained.

The mayor said that the signing of the agreement was to be followed by the phase of planning and acquiring the building permit, so that the construction of the plant, to take around three years, could begin the next year.

The agreement with the French-Japanese consortium, The Consortium of SUEZ Groupe SAS & I-Environment Investments Limited, will be signed by the end of the week.

– Only the non-recyclable waste will be treated, whereas the city will establish recycling yards in all municipalities, in order to separate the recyclable waste, in the meantime, until the facility is built.

City Manager Goran Vesic said that, according to the draft agreement, the City of Belgrade had no obligation in the first three years, following which various ways of compensating for the tax would be available, though certainly not from the budget, he specified.

The director of the Waste Management Office, Filip Abramovic, stated that this was the final step before the signing of the agreement, which was the result of several years of efforts made by the competent city institutions. The project will help put a stop to careless waste disposal and establish a new way of environmental protection and the usage of waste as a resource.

Abramovic added that it was up to the City of Belgrade to design the plan for the recycling and the extraction of all useful components from waste. The facility to be built is to treat only the waste that cannot be used and will produce heating energy. The old landfill will be finally closed down, Abramovic concluded.
