Regulation on contents and conduct of professional supervision during construction changed

Minister of construction, transport and infrastructure, Zorana Mihajlovic, changed the Regulation on the content and conduct of expert supervision during construction, so that the job could be performed by the best companies, the ministry has announced today.

The most significant change is that in the future all companies that meet the requirements for design of such facilities will be able to carry out supervision. So far, project supervision could not be entrusted to the company that has not developed technical documentation, which is an important issue for selection of project supervision.

In practice, however, it was often a case that an investor cannot hire companies which did technical documentation to perform professional supervision.

Having in mind that construction of infrastructure facilities takes several years, it happened that a company that developed technical documentation was shut down or goes bankrupt so investor was not able to hire another firm.

These changes of the Regulation enable competitiveness and a selection of the best bidder. The amendments also define that professional supervision is obliged to inform investors in writing on all deviations from building permit immediately, stating the consequences that may occur if these measures are not taken.

These measures additionally affect quality of the works and enhances accountability and expert supervision, it was added.
