Still, according to the Law on Customs, amendments to which were adopted in late December 2016, the aim is to free people with special needs from having to pay for this.
– People with disabilities will be exempt from paying taxes on the import of motor vehicles, but the basis for the exemption has been changed. As has been the case so far, it won't be based on customs laws, but on the Free Trade Agreement. These people will also be exempt from paying taxes on the import of educational items and items related to improving the social standing of people with disabilities – says independent adviser at the Ministry of Finance, Milka Zivanovic.
The recent announcement that the duty fee for the import of cars will be mandatory for persons with disabilities has caused great dissatisfaction of associations of persons with disabilities, especially since it meant that several thousand euros would be added to the price of each car.
The amendments to the Law on Customs also abolished the exemption of local and foreign citizens from paying for import fees for medical drugs for personal use received through deliveries from abroad. With this amendment, the law was brought in line with national regulations, i.e. the Law on Medicines and Medical Devices.
