Concession of airports enabled – Assembly of Serbia adopts Law on Airport Management

According to the projections, an expansion of air traffic in the countries of the region is expected in the coming period and, as the statement on the law says, a timely preparation of a financial framework for securing funds for development of airports is required.
A total of 140 deputies voted in favor of the law, whereas 10 voted against. The new decisions specify that the object of the concession can entail the entirety of airport management activities or each one individually.
This includes the construction of one or several facilities or areas with a public purpose, reconstruction and maintenance of the airport infrastructure, establishment and coordination of airport services operations, as well as coordination of the provision of services of ground handling and security.
Furthermore, it includes the provision of special services at an airport, such as hospitality services, transport of passengers to and from the airport and commerce.
Airport management is an activity performed by the airport operator, which is obliged, in case of concession, to initiate, without delay, the procedure of the transfer of the airport certificates, i.e. the airport utilization permit to the concessionaire. To the end of securing the conditions for a long-term development and improvement of airports in Serbia, the government will adopt the National Airport Development Program for a period of five years.
The Law defines airport management as an activity of general interest.
