Construction of Slavija Fountain postponed – Two complaints submitted, tender temporarily paused

After a failed tender for the reconstruction of traffic routes on Slavija, the construction of the fountain might also be postponed until 2017.

Although the Belgrade Land Development Public Agency decided to award the RSD 230 million contract to the local company BMD BAU and their Hungarian associates on August 1, two complaints have been submitted, due to which the procuring entity “stopped the further activaties in the public procurement procedure”.

At best, the consideration of the complaints will take a month or two before an agreement with a new contractor is signed. It is also possible for the tender to be canceled and a new one called.

The first complaint was filed at the Agency on August 10 by PMC Engineering, followed by Alex Engineering two days later. The result is that, of the four bidders, only the public enterprises Beograd Put and Zelenilo haven’t filed any complaints.

According to the tender documentation, the contractor is given 155 days to complete the construction of the fountain and the accompanying infrastructure from the moment of setting foot on the construction site. As things stand now, this won’t happen before October, which means that the construction works might last until next April or May.

A much larger problem is the reconstruction of the traffic routes. A new tender hasn’t been placed since the previous once failed, and considering the time needed and the difficulty of the job, the main works will almost certainly be postponed until next summer.
