323 state tenders canceled – The value of irregular procurement procedures RSD 23.3 billion

The Republic Commission for the Protection of Rights in Public Procurement Procedures has canceled 323 tenders for the procurement of goods and services in the total amount of RSD 23.3 billion in the first seven months of 2016, Blic reports.

This means that around a half of 672 tenders in the total amount of RSD 47 billion have been canceled.

The Commission has said that there have been several reasons for the cancellations, from irregular documentation to cases of favoring one company over another. The narrowing of the competition among the bidders through unnecessary requests for additional conditions has also been noticed.

Among the procuring entities in irregular tenders are numerous state institutions, ministries and state-owned companies, and the value of these tenders has been estimated at several hundred to several tens of millions of dinars.

Private companies have complained that certain state authorities have been choosing the most expensive offers and have even been placing tenders specifically for certain companies.
