George Bush, American president, has signed decree on allotment of general system of preferentials to Serbia and Montenegro, which means that SCG will be able to export 4,600 products to USA duty free. In December 2003, America assigned status of the most privileged nation to SCG and, on that ocassion, duties on import of the most important products, such as copper, steel, raspberries, aluminum, to America lowered from 25% to 3.8 – 4.5%.

General system of preferentials is the mean American Government uses to help the developing countries. In order to obtain that status, a country has to meet some requirements, the first of which is market economy. The second condition is absence of discriminatory measures in relation to the imported goods, as well as guarantee of legal safety for property and adequate protection of intellectual property.
