Ministries in Israel not allowed to use phones

Israeli ministries have been informed in written that they are not allowed to bring mobile phones to the meetings of the government, in order to avoid leaking of confidential information in public.
From now on, ministries will have to give their mobile phones to the security worker before they enter the meeting hall. Phones will be returned to them when they come out of the room.
At the last regular meeting of the government, Israeli Prime Minister Ehud Olmert rebuked ministries because mobile phone of one of them rang while the Head of Šin Beta, Internal Security Agency, was submitting report about security situation in the country.
Olmert said to the rude minister that the person on the phone could have heard confidential information.
Leaking of information from Israeli Council of Ministers is common thing.
