Kyoto "declares war" on tourists - No tipping, smoking, littering...

The Kyoto Convention and Visitors Bureau has published a manual for tourists to update visitors on the rules of behaviour in this city. There is also a new infographic using a three-stage emoji rating system to indicate how offensive different behaviours can be.
For example, cycling under the influence of alcohol is said to be the worst cultural offence, and anyone caught doing so faces fines of up to USD 8,000 or five years in jail. Those leaving their bicycles outside of a designated bicycle parking zone will be charged USD 20 for its removal and face additional charges to have it returned.
Other offences to incur significant fees in Kyoto include littering (the fine is USD 250), while those who smoke outside designated smoking areas are subject to a USD 8 fine. The guide includes several warnings against taking pictures near train tracks and in certain areas of shrines and temples as well as hassling maikos, traditional Japanese music performers. Travellers are advised to refrain from stopping them and grabbing them by their kimono sleeves in an attempt to get a photo. This guide for tourists on how to behave in Kyoto will be handed out to all future visitors, especially those coming from China because of the bad reputation they enjoy all around the world when it comes to respecting foreign cultures and customs.
