2. ProcedureNational competitive bidding

3. Project title and descriptionThe Western Balkans 6 Chamber Investment Forum – WB6-CIF (hereinafter called "Recipient") has received financing from KfW Development Bank ("KfW") in the form of a financial contribution (hereinafter called grant) toward the cost of the Regional Challenge Fund project. The "Regional Challenge Fund" (the ‘RCF’) is a distinct facility set up to strengthen the labour market relevance of vocational training (VET) particularly through support to VET projects that are jointly implemented by vocational training institutes and partner enterprises (cooperative training approach) in the Western Balkans 6 countries. The Recipient now intends to apply a portion of the proceeds of this grant to eligible payments under the contract for which this Tender Notice is issued.

4. Project Executing Agency (PEA)Western Balkan 6 Chamber Investment Forum, with its address at Piazza dell Borsa 14, 34121 Trieste, Italy, represented by IPC, Internationale Project Consult GmbH (on behalf of the Consortium IPC-PLANCO-swisscontact-KPMG) as the Implementation Consultant.

5. Nature of contractunit-price

6. Contract descriptionThe purpose of this contract is Procurement of Mechanical Engineering Machineries. The final beneficiary of the equipment is the JU Srednjoškolski centar "Nedžad Ibrišimović" Ilijaš. The equipment should be delivered, unpacked, commissioned where requested and handed over to the client representative, and operation manuals and training provided for relevant staff of the institution.

7. Number and titles of lotsN/A The Contractor shall deliver the equipment within 90 calendar days from the commencement date of the contract. Any related services, including (where applicable) installation, commissioning, configuration/integration, and training, shall be completed within an additional 30 calendar days following the delivery date.The entire implementation of the contract shall be completed within 120 calendar days.A complete set of bidding documents is available for download free of charge to interested Bidders from the website RCF (https://rcf-wb6.org).

CONDITIONS OF PARTICIPATION

8. EligibilityConsulting Services, Works, Goods, Plant and Non-Consulting Services are eligible for KfW financing regardless of the country of origin of the Contractors (including Subcontractors and suppliers for the execution of the Contract), except where an international embargo or sanction by the United Nations, the European Union or the German Government applies.

9. Exclusion criteriaApplicants/Bidders shall not be awarded a KfW-financed Contract if, on the date of submission of their Application/Offer or on the intended date of Award of Contract, they are in any of situations described in Declaration of Undertaking (ref. 10. Conflict of InterestApplicants/Bidders shall be disqualified in a procurement process if they in any of situations given under point 1.3.3 of KfW Guidelines for Procurement.

PROVISIONAL TIMETABLE

11. Provisional commencement date of the contractOctober 2026

12. Initial period of implementation of tasks 120 days from the commencement date of the contract.

BID SUBMISSION

13. Deadline for receipt of bidsBids may be submitted either:a) electronically through the E-SUBMISSION PLATFORM; orb) in hard copy by post, courier service or hand delivery, in accordance with Item 14 below.For bids submitted through the E-SUBMISSION PLATFORM, the electronic timestamp generated by the platform shall constitute proof of timely submission.For hard-copy bids, the date and time of receipt at the address indicated below shall constitute proof of timely submission.Regardless of the submission option used, the bids must be received before the date and time limit for submission.Bids must be duly completed and received by the PEA on or before 31 August 2026 at 14:00h CET.Any bid received to the PEA after this deadline will not be considered.The PEA may, for reasons of administrative efficiency, reject any bid submitted on time to the postal service but received, for any reason beyond the PEA’s control, after the effective date of approval of the Offers Evaluation Report, if accepting bids that were submitted on time but arrived late would considerably delay the evaluation procedure or jeopardise decisions already taken and notified.

14. How bids may be submittedBids may be submitted by one of the following methods:Option 1 – Electronic SubmissionThrough the E-SUBMISSION PLATFORM in accordance with the instructions available on the platform.The bidder shall upload all documents required by the Tender Dossier before the submission deadline.Upon successful submission, the E-SUBMISSION PLATFORM shall generate an electronic confirmation containing the date and time of submission.Option 2 – Hard Copy SubmissionThe bidder shall prepare the package containing the original bid in a sealed envelope marked "ORIGINAL", and one copy in a sealed envelope marked "COPY", stating the reference title and number of the tender procedure, name and address of the PEA, address and contact e-mail of the bidder and the words: "Not to be opened before the official public session for opening of bids."The bid may be submitted by post or courier service or hand delivered by the candidate in person or by an agent directly to the premises of the PEA in return for a signed and dated receipt, in which case the evidence shall be constituted by this acknowledgement of receipt, toWestern Balkans 6 Chamber Investment Forum Represented by the Fund Management Unit of the Regional Challenge Fund Dalmatinska Street No. 14, 1st Floor, Apartment No. 2,81000 Podgorica, MontenegroPlease note that opening hours of the FMU are 08:00-14:00h.The contract title and the publication reference (see item 1 above) must be clearly marked on the envelope containing the bid and must always be mentioned in all subsequent correspondence with the PEA.Bids submitted by any other means or to any other addresses will not be considered. Bids which are not sealed or are incomplete shall not be considered.By submitting a bid, candidates accept to receive notification of the outcome of the procedure by electronic means. Such notification shall be deemed to have been received on the date upon which the PEA sends it to the electronic address referred to in the bid.In case a Bid Security is required, the original Bid Security must be submitted in hard-copy form and delivered to the address of the Purchaser specified here, no later than the deadline for submission of bids.For bids submitted electronically through the E-SUBMISSION PLATFORM, a scanned copy of the Bid Security must additionally be uploaded together with the electronic bid.Failure to submit the original Bid Security to the Purchaser before the deadline for submission of bids shall result in rejection of the bid.The Bid Security envelope shall clearly indicate: the procurement reference number; the procurement title, respective LOT name and number, the name and address of the bidder and the words "Original Bid Security".

15. Alteration or withdrawal of bidsA bidder may withdraw, substitute or modify its bid before the submission deadline.For bids submitted through the E-SUBMISSION PLATFORM, withdrawal or alteration shall be performed through the functionalities available on the platform.For hard-copy bids, withdrawal, or alteration shall be made by written notification delivered before the submission deadline. The outer envelope (and the relevant inner envelope if used) must be marked ‘Alteration’ or ‘Withdrawal’ as appropriate.No bid may be altered after the submission deadline.

16. Tender opening sessionTenders will be opened in a public session on 31 August 2026 at 14:15 h CET at the address Dalmatinska Street No. 14, 1st Floor, Apartment No. 2, 81000 Podgorica, Montenegro, in the presence of tenderers’ representatives who choose to attend. Written authorizations must be enclosed.All bids submitted electronically through the E-SUBMISSION PLATFORM and all hard-copy bids received before the deadline shall be included in the tender opening session.

17. Validity of offers120 days after the submission deadline.

18. Bid securityBid security is required. The original Bid Security shall be submitted in hard-copy form and received by the Purchaser before the deadline for submission of bids, irrespective of whether the bid is submitted electronically or in hard-copy form.

19. Operational languageAll written communications for this procurement procedure and contract must be in English.

20. Additional informationClarifications may be sought from PEA at the following e-mail address procurement@rcf-wb6.org at the latest 21 calendar days before the deadline for submission of bids.Clarification requests may also be submitted through the E-SUBMISSION PLATFORM.Clarifications will be published on the Regional Challenge Fund website www.rcf-wb6.org, at the latest 10 calendar days before the deadline for submission of bids.
